Hello, everyone today I am going to explain everything related to PM Cares Fund and that I think you all should know . As a resident of India we think that some where you all need to know about actions of our government. Thats why we have prepared this article. Hope you all like it , so let's begin it,

PM CARES FUND :- 

PM Cares fund full form - Prime minister's citizen assistant and relief in emergency situations fund.

It was created on  28th March 2020, Due to the COVID-19 pandemic in India .PM Cares fund is founded for dealing with any kind of emergency or distress situation, like COVID-19 pandemic and to provide assistance to the affected and needy people. 

Prime Minister is the chairman of the PM cares fund and other cabinet ministers,Ministry of Defence, Minister of Home affairs and Minister of Finance are the trustees of the fund.The chairperson prime minister has the power to nominate other three trustees to the board of directors.


OBJECTIVES :-

- To render financial assistance and to provide grants to the affected population by the board of trustees.
- To undertake and support relief or any kind of assistance.

DETAILS :-

- The fund does not get any budgetary support the fund consists entirely of voluntary contribution from Individuals/Organisations.

- The donation which the fund get it it is counted as Corporate Social Responsibility (CSR) under the companies act 2013.

- It has been exempted under the income tax Act, 1961.

- It has also been exempted from FCRA (The Foreign Contribution Regulation Act) and also having a separate accounts for receiving foreign donations.



WHY THERE IS NEED OF ONE MORE CARE FUND ?

Now the question is why there is the need of PM cares fund, if there are many other funds like :-

- PMNRF - Prime Minister's National Relief Fund.
- National  Disaster Relief Fund.
- CM Relief Fund.

So, many RTI's have been filed against PM cares fund to know how much money has been allocated and how much money has been distributed, The answer we get from these RTI's is  that the PM Cares fund is not a  " public authority ". What about PM Cares fund transparency.
On this basis let's see what right to information act says -

RIGHT TO INFORMATION :-

Section 2(h) of the act defines what constitutes public authority - A body established by :-

a) the constitution
b) and law made by the parliament
c) law made by the state legislature, and
d) a notification or order issued by the government.

RTI Act:-

PM Cares fund rti :-
Through this act the general public can only know the information which a public authority has the general public can not know the information of other authorities except public authority.

The question is why this organisation does not a public authority if the Prime Minister and the other cabinet ministers are part of this organisation .

 Why it is not a public authority ?
 Many people are asking for PM  cares fund account details and many are asking for PM Cares fund address details .
